Sometimes it becomes impossible to continue with a race. Maybe there are no ships and starbases, and only a useless world or two that noboby wants to shoot. Or there is some other factor that makes it impossible to continue and grow. If in dropping out of the game you'd be setting someone else up to get into the same impossible situation, then it might be best to permanently turn the race over to the 'Dead Beat' player. The race is no longer available to be played by anyone. You admit total defeat, and request Retirement.
